Sound Card Keeps Cutting Out!

Mostly things work ok except ever now and then it gets into this mode where the sound cuts in and out and I get messages you just plugged a device into Please try the request again. When the problem is intermittent, it just makes it that much more difficult to track down and resolve. Unfortunately it does not solve the problem.
